FREQUENTLY ASKED QUESTIONS

Is this an ICE facility? – The applicant has not disclosed the branch of government that will operate out of the facility.

How many employees will work here? – The application indicates 46 anticipated employees.

How many detainees can be held at the facility? – The exact number has not been disclosed, though there is only 1 detention cell, and 1 bed shown on the plan and the application indicates short-term/temporary detention

Is the Town involved in the project? – The Town of Plattsburgh does not own the property and has no involvement with the project. The Planning Board is required to review uses subject to site plan review under its adopted Zoning Ordinance and determine compliance with said regulations.

Has SEQRA (environmental review) been conducted for the project? No. SEQRA has not been conducted. The project submitted the SEQRA Part 1 Short Form as required.

What is the timing of the application and the process? An incomplete application was submitted to the Town of Plattsburgh on August 27th. Due to the incomplete nature, the application was not formally reviewed or acted upon until the applicant could provide the required materials. The Town subsequently received the required materials, and the project was placed on the October 2025 Planning Board Agenda. The Planning Board tabled action on the project via resolution #25-62, pending response from the applicant on several questions identified in the resolution. It is unknown at this time if the project will respond and request to be placed on a future Planning Board Agenda. If they return to the Planning Board for review, the meeting will be duly noticed here on the Town Website and in the Press Republican as required by NYS general municipal law.

Was a representative from the project at the 10-21-25 public hearing? A representative from the applicant’s engineering firm was in attendance.

If this is a federal project, why is it before the Town? The project as proposed would be privately owned and leased to the Federal Government. The Town has planning and zoning authority over privately developed projects in the Town of Plattsburgh.

Where can I access records of the 10-21-25 meeting proceedings? The video recording of the meeting will be uploaded to the Town of Plattsburgh YouTube Channel and Resolution 25-62 will be uploaded to this page once it has been certified by the Town Clerk.
